The Thrift Savings Plan (TSP) is the defined contribution plan for United States civil service employees as well as for members of the uniformed services. As of December 31, 2018, TSP had approximately 5.5 million participants with more than $558 billion in assets under management.
With five core fund choices (not counting the "Lifecycle" fund choices) covering each of the major asset classes, our proprietary market models are a perfect match for TSP investors. While the exact funds in the TSP are administered by Blackrock and are only available within the TSP, highly-correlated funds are available outside of the TSP for the purposes of testing and investing.
Since 2003, (when data for all the correlated ETF's became available) the MIS-TSP model has an overall annual return of 17.6%, more than double the S&P 500 return during that time of 8.6%. Furthermore, of most importance in our opinion, the maximum drawdown during that same time was just -12.8%, versus the buy-and-hold drawdown of over -55%.
